Is this a sign that my boobs are growing?

Im 13, haven't had my period, and my bra size is a 32A (even thts a bit big). My boobs have been very tender and the nipple looks like it's bruised- it's a dark color. And the part on your nipple (where milk comes out) is brigt red. This has been going on for a couple months. Is this a sign my boobs are growin?!?!
