My dog never listens to me, What do I do?

Hes 2, Hes so hyper active and I take him for runs sometimes but a lot of the time hes a real hassle, he poops downstairs because he thinks nobody goes in that room down there, and every day I have to let him out in the middle of the night. I loved him alittle too much as he was growin up and I didn't teach him enough about respect and discipline. Sometimes when he gets out he runs away and we chase him but he doesn't come, He eventually comes back when he wants to but thats if the dog catcher doesn't get him. I never beat him that often, every once in a while ide get really mad and hit him with a newspaper but thats because I'm native and I see him as an equal just as i see every being. Neways I need some tips on dog training, and Im not getting rid of him because I love him even though hes an azz. He sings too, every time i play certain songs like I dont want to set the world on fire he sings which is great!
