Can I gett breast impants at 17???????? Please I need them bad!!!!!!!!?

Can I get breast impants now at 17 I'll be 18 in 5months! I need them bad I had alot of hormone probs when I was 13 and it stoped alot of things from growin and my breast do not fit my body it dosent look right an I hate it so much my friends mom said that need them she's a dr but she saiid she can't say when I can gett them an I need help please!!!! And please don't just say wait till I'm 18 I don't even look right in a swimsuit and my mom and dad already said yes becase I need it but I need too know if I have too wait or.
